Incredulous as it sounds when Dominican priest Father Franklyn Cuffy went to the relevant authorities recently to renew his Dominican passport which was about to expire he was asked to apply to be citizen of the Commonwealth of Dominica.

Father Cuffy was born in Aruba but he has been living in Dominica for more than 50 years and has held several Dominican passports.

As the receipt below indicates Fr. Cuffy was charged the citizenship fee of $250 but it is the ridiculousness of the law and its application and not the fee that Father Cuffy was charged in that case.

The passport application form states: "Persons born outside the Commonwealth of Dominica before 3' November. 1978 in a place which was not British Protected and claiming citizenship by descent must apply for citizenship at the Ministry of National Security, Labour & Immigration"
